About

The Civil Society Alliance for Human Rights in the Pandemic Accord (CSA) is an informal, open group of organizations and individual experts around the world working to promote and mainstream human rights considerations in ongoing negotiations for an Accord or Treaty on Pandemic Preparedness, Prevention and Response. Negotiations are currently underway by the World Health Organisation’s “Intergovernmental Negotiating Body” (INB). 

In this context, a priority objective of the CSA is the democratization of the process of formulating the Accord, as well as of other PPR processes, by ensuring the effective participation of communities and civil society organizations, including those representing and working with marginalized and criminalized groups.

what we do

The Civil Society Alliance for Human Rights in the Pandemic Accord operates as a facilitator in the production and dissemination of joint statements and encourages sign-in to individual statements, events, or other resources or initiatives by members of the CSA. The CSA is a platform for collaboration, information sharing and advocacy.

The CSA does not make statements or publish resources on its own behalf but represents the opinions and positions of its members.

Identify existing international law and standards that protect human rights and ensure they are safeguarded and strengthened in the ongoing process of negotiations over the Treaty and other PPR-related international instruments;

Strengthen collaboration and coordination within community and civil society organizations, peoples movements and community advocates to strengthen advocacy;

Promote sharing of information and analysis on PPR-related processes;  Promote accountability in the process by ensuring transparency, liability, controllability, responsibility and responsiveness.

OUR MEMBERS

Membership is open to organisations and individuals alike, who align with the Alliance’s overall objective of promoting human rights mainstreaming and civil society and community engagement in the ‘Pandemic Treaty’ process. Members can join the CSA by reaching out to the Coordinator who manages the list of members and sub lists of working group members. The CSA provides a platform for all its Members to coordinate, strategise, and collaborate on related advocacy initiatives. Members also meet weekly to share information, plan and
collaborate. As at June 2023, the CSA has 140 members from 72 organisations and institutions around
the world.

working groups

CSA working groups are organised around priority areas and emerging issues:

1. Civil society engagement – working on (a) promoting and (b) expanding the meaningful engagement of civil society and communities in the Pandemic Treaty process and governance.
2. Drafting Group – working on drafting Revising, refining, and contextualizing the Pandemic Treaty Principles, considering opportunities to mainstream human rights across pandemic treaty provisions, and promoting the development of other material related to human rights standards in PPRs or related processes.
3. Advocacy– working to promoting and coordinating advocacy around the ‘Pandemic Treaty’ negotiations (INB), including outreach to Member States and other relevant actors, and engagement with the INB.
4. International Health Regulations– working on outlining how the human rights principles can be implemented in the amendment process and sharing links between the Accord and IHR processes with the alliance.
